DLBP is delighted to have successfully secured rezoning on behalf of our client, Grace of Georgia Properties LLC, to support Spring Lake Village, a proposed Active Adult community in Cobb County.

 Spring Lake Village will feature 90 single-family residences among over 16 acres of greenspace, along with walking trails and a clubhouse, enabling residents to comfortably age in place while creating a sense of community.

 Project Objective: increase zoned capacity of 41+ acre site from existing + 30 homes to support viable Active Adult community serving residents aged 55 and older.

Client: Grace of Georgia Properties LLC

Local Authority: Cobb County, Georgia 

Objective Achieved: rezoning secured for 90 senior living homes on first consideration by Board of Commissioners. Entire process completed in the minimum timeframe allowed under Cobb procedures.

DLBP provided immense value to our client throughout the rezoning process by:

  • Securing approval for 28 more units than allowable under the recommended rezoning category;

  • Obtaining permission for a density of 2.53 units per acre, two categories above the 1.75 units per acre allowable under the future land use map;

  • Conducting due diligence and advising on the probability for rezoning under different scenarios and highlighting risks and projected returns associated with each alternative;

  • Leading community and stakeholder engagement, uncovering a common goal of delivering housing that helps address the county’s needs while also reflecting the desires of neighboring residents;

  • Representing our client at two key hearings, presenting the proposal and engaging with the Board of Commissioners, Planning Commission, and county staff; and

  • Managing all aspects of the rezoning application, including development of the planning statement, the environmental site analysis, and community engagement materials, and the coordination of materials from other consultants. 

DLBP leveraged its extensive experience in public and private sector planning to research local codes, analyze demographic trends, and develop a comprehensive rezoning application packet that highlighted an acute need for new housing while respecting the local development character. This effort was paired with a holistic engagement strategy that ensured our client could receive stakeholder input and adjust the proposal as needed.

These efforts ensured our client achieved their goals within the minimum timeframe allowed by Cobb County’s rezoning procedures, thus reducing overall risk to the client. DLBP was pleased to collaborate with DGM Land Planning Consultants and Kimley-Horn, who provided site planning and traffic consulting services to support rezoning.

County planning staff recommended a lower density zoning that would have permitted only 62 homes within the development. This recommendation did not meet our client’s objectives, nor was it supported by the local community. DLBP successfully advocated for the client’s and the community’s interests to obtain the desired rezoning at a higher density.

Ultimately, in addition to securing the desired rezoning, DLBP was commended by the county’s staff, Planning Commission, and Board of Commissioners for submitting a thorough rezoning application and maintaining open communications with key stakeholders throughout the process.
